Digital Lenders in Kenya: What Google and Meta Allow

Digital lenders in Kenya can hold a license from the Central Bank of Kenya (CBK) and still find that some of their products cannot be advertised. The license answers one question: may you lend. Google, Meta and Google Play each answer a different one: which loans will we show people.

The lines are blunt. Google Ads allows personal loan ads only for loans repayable in full in 61 days or longer. Meta prohibits ads for loans repayable in full in 90 days or less. Google Play does not allow apps that promote personal loans repayable in full in 60 days or less. A loan that runs 75 days passes Google’s line and fails Meta’s.

This post maps those lines against each platform’s own policy page, all read on October 25, 2026. It also says plainly what we could not verify.

Why digital lenders in Kenya face a second gate after licensing

A CBK license permits lending, not every ad

CBK licenses digital credit providers and publishes the list. Its press release of July 14, 2026 says the number of licensed providers is 252, and describes their loan products as including education loans, development loans, short-term personal loans, asset financing and business loans. Its directory, updated July 9, 2026, numbers 251 entries. We could not reconcile the one-entry difference, so we quote both.

Short-term personal loans are therefore a licensed product. They are also the product that the ad platforms below restrict.

Two ad platforms, one app store, three tenor lines

Each platform applies its own repayment-period line to every advertiser, including lenders CBK has licensed. Google says its personal loans policy applies whichever location you target, so Kenya gets no softer version. Meta says the same of its policies worldwide. For the wider map of platform gates against regulator gates in six markets, see our fintech ad approval guide. This post stays on the lender-specific question.

Google’s 61-day rule for personal loan ads

Google Ads allows personal loan ads only when the loan requires repayment in full in 61 days or longer. The rule covers lenders, lead generators and anyone who connects consumers with third-party lenders. (Google Ads personal loans policy, read October 25, 2026.)

Google defines a personal loan as money lent to an individual consumer on a one-off basis, not to buy a fixed asset or pay for education. Its policy lists mortgages, car (or other vehicle) loans, student loans, business or agricultural loans and revolving lines of credit as not included.

What the landing page or app must show

  • The minimum and maximum period for repayment.
  • The maximum annual percentage rate (APR), shown separately from the example.
  • A representative example of the total cost of the loan, including all applicable fees.

Google’s separate financial products and services policy adds that disclosures must be clearly and immediately visible without needing to click or hover over anything, and must include the physical address of the business and all associated fees. Our landing page compliance checks cover how to lay those out.

Kenya is not on Google’s verification list

Google requires financial services advertiser verification only in listed regions. We read the regulators and enforcement dates list on October 25, 2026. It names 42 regions, from Australia to the United Kingdom. Kenya is not one of them.

That removes one gate. It does not remove the tenor rule, which applies whichever location you target.

Meta’s 90-day ban

Meta’s financial and insurance products policy lists short-term loans of 90 days or less among prohibited loan products. It defines them as loans that require repayment in full within 90 days of the issue date. Payday loans and paycheck advances are listed separately. (Read October 25, 2026.)

Meta says advertisers can run ads for long-term loans over 90 days as long as they only target people 18 years or older and provide disclosures as required by law. Meta also says advertisers may be required to be licensed in the country they are targeting, and that this authorization may be subject to review by Meta.

The 61-to-90-day gap, and the Google Play line

Put the three policies side by side and a gap appears. Google’s floor is 61 days. Meta’s ban runs through day 90. A loan repayable in full in 61 to 90 days passes on Google and fails on Meta. Neither platform describes this gap; it follows from reading the two policies together.

“Passes” means only that the loan clears the tenor line. Disclosures, audience limits and license checks still apply on each platform.

Why Google Play matters for a Kenyan lender

Google Play’s financial services policy does not allow apps that promote personal loans requiring repayment in full in 60 days or less. That is the same line as Google Ads’ 61-day floor. Under 61 days, neither Google surface will carry the loan. (Read October 25, 2026. We did not check Apple’s App Store rules for this post.)

For Kenya, Play adds a license step. It says digital credit providers should obtain a license from CBK and provide a copy as part of their declaration. An app that only provides a platform for lending by registered providers must provide the license of its respective partner lenders. Play says it currently accepts declarations and licenses only from entities published in the Directory of Digital Credit Providers on CBK’s website.

Borrowers often search for CBK approved loan apps. CBK licenses lenders, not apps. The directory we read lists companies with contact and physical addresses, not app names. A lender’s Play listing and its legal entity name need to line up with that directory.

CBK licensed digital lenders: the checks before an ad runs

A license is the starting point for every platform check above. Before any campaign, a lender’s team can confirm the following without outside help:

  1. The legal entity appears in CBK’s directory of digital credit providers, with the name used on the app and the landing page.
  2. Each product’s repayment period is measured against 61 days (Google Ads, Play) and 90 days (Meta).
  3. The landing page shows the minimum and maximum period for repayment, the maximum APR and a representative example, clearly and immediately visible without a click or hover.
  4. Meta campaigns for loans over 90 days target people aged 18 or older.
  5. A compliance reviewer has approved the ad against CBK’s current rules (next section).

CBK asks the public to report unlicensed lenders to dcps@centralbank.go.ke.

What CBK’s 2026 lender regulations say about ads

Legal Notice 191 of 2026, the Central Bank of Kenya (Non-Deposit Taking Credit Providers) Regulations, 2026, commenced on 29 September 2026 and revoked the 2022 Digital Credit Providers Regulations. We read the gazetted text on October 27, 2026.

A lender’s advertisements must be fair, clear and not misleading, and must include the annual percentage rate and the components of the total cost of credit (reg. 51). A lender must disclose in its advertisements and promotional material that it is regulated by the Bank (reg. 47(e)), although reg. 82(2) words this as “may”, and the Bank’s logo may not be used in communications to customers (reg. 82(3)). A false or misleading advertisement includes claiming an approval, status, affiliation or connection the lender does not have, and an incomplete statement of interest, costs or charges (reg. 52).

Check each ad against the current text before launch. This is a map, not legal advice.

Where lenders with short loans can still grow

If every product repays in full within 60 days, Google Ads, Meta ads and a Play listing are all closed on tenor grounds. What the policies above do not touch are organic search and a lender’s own channels. Changing a product’s repayment period to fit an ad platform is a credit decision for the lender’s product, risk and compliance teams. It is not a marketing tweak.

If at least one product runs past 60 days, the picture changes by product. Our paid ads work for regulated Kenyan fintechs starts from exactly this tenor check. The Acquisition Audit runs the same check on every product against Google and Meta’s category and tenor rules.

A pre-launch checklist for digital lenders in Kenya

Before the first campaign for any product, write down its repayment period, find the row in the table above, and confirm the disclosures on the landing page. If the product fails a tenor line, the account will not fix it. Then confirm the entity, the 18-plus audience on Meta, and your reviewer’s sign-off on CBK’s current rules.
